This late draft presents Bentham's building as a structure covering six stories and designed to hold about 460 inmates, with several prisoners being confined to each cell. A large part of the internal structure was to be made of iron. The outer circle shows the cells complete with windows (A), followed by connecting corridors and light wells (D,O,F). The inner rotunda contains a chapel (M,G) and the director's watchtower (N).
